text-transform: uppercase; font-variant: small-caps

I would like to request that the style sheet text properties "text-transform: uppercase" and "font-variant: small-caps" be fully implemented to support characters containing diacritics also. As it is currently implemented, it has no effect on most non-English alphabets (which generally include one or more diacritics).

I think this is an important feature for iSilo to spread its usage outside the USA.
