Creating new folders???

Please help me out here as I'm having issues trying to create new folders. I have an ipad and creating folders on it is super simple but my mother has a VIZIO TABLET and for the life of me I cannot figure out how to create new folders. I know this has probably been answered a hundred times but I tried searching through past threads but was unable to find answers to my specific problem so imposing you guys can help out.

On Android, there is not a command to create folders from within iSilo, as you can do it using a file manager app on the device or connect the device to a computer to do it.
