isilo 4.2 unverifiable publisher

I tried opening iSilo420PPCSetup.exe and windows XP came up with a warning saying the program has an unknown publisher

There is no publishing information in the file, so that message would be expected.

then why doesn't the same message pop up for iSilo401PPCSetup.exe or
iSilo415PPCSetup.exe for example?

I think it only happens when you download the file with Internet Explorer with a recent patch to it. I'm guessing here, but IE probably tags downloaded files somehow. If you downloaded the file another way or before IE had that capability, then it would make sense that you would not get that message for those previously downloaded files.
