Question marks show up in blank paragraph

How can I convert Word doc.that saved as web pages into Isilo document file
without showing up question marks(?) for each paragraph that should be as blank space instead of a question mark there?

I use property of adding exclusion filter of " " that is sources of origin web page, but question marks still persist in the document(e-book).

Any thought? Thanks in advance!!

The exclusion filter is for URLs and not for content.
