It sounds like you downloaded the iSilo401PPC_ARM.zip file. You need to unzip the file first to extract the compressed iSilo.ARM.CAB file that is inside the zip. If you don't have an unzip application on your Pocket PC device and you tried to double-tap the .zip file from there, then you would get that message. You should unzip the file from your desktop computer first (assuming you have an unzip application there). You can then run the iSilo.ARM.CAB file on your Pocket PC device to install iSilo.
