Disable Layout diables image left-right scroll

Menu Item Options/Display
Drop-down "Layout".
Selecting "Disable all Layout" will disable left-right scrolling via pen drag when an image is larger than screen width.

Is this by design?
It took me an embarassing amount of time to decipher what I had set to cause this behaviour.

Yes, that's the way it works because there is no layout information.
