Character substitutions

Hi. Occasionally, I have problems with some web pages where the apostrophes, or quote marks, or dashes, get converted to question marks. Any tweak I can make to fix those problems?

Again, these problems are occasional and don't crop up often. But when they occur, they occur when either converting the whole page or only selected text.
