You need to first of all have software installed that adds Chinese display capabilities to your device. Assuming you have that then the next thing to check are the encodings of your documents.
While viewing one of the documents, go to the Edit menu and tap Document Information. What does the Text Encoding field say?

I have a DELL X5 with isilo installed. When I check the document information, the encoding is shown as "Unknown". Can you tell me what I need to do in order to read Chinese documents in Isilo? Thanks.

Go to the Tools menu and tap Options. In the Options dialog, tap the Content tab. On the Content tab, try setting the Encoding field to the encoding of the document. You can try Big5, GB, or Unicode to see if any of them gives you better results.

Sorry about a very delayed response. I am still having trouble reading Chinese fonts. According to your previous instructions, I went to open a Chinese pdb document, which is showing "???" right now. I went to Tools -> Options, then the only options I can see on the button are "UI", "Scroll", "Region", "Button", "Font", "Color". What should I do now? Thanks.
Did you enable the Chinese OS in your Palm? like CJKOS?

I have WM2003 installed on pocket pc. That is English OS. Is there still a way to read Chinese pdb files in isilo? Thanks.

You need a Chinese reader on an English OS in order to read Chinese Documents. There are several out there...but I happen to use CJK OS
You can try it for free, about 20 bucks to buy...but I really like it...it's like transfering my English OS to Chinese.
