In iSilo 4.2 (Palm) you have an ability to change encoding (options->display), but it don't have any result. If I change this option iSilo going on showing then in defualt encoding. For example: I have as default cp1251 (win) and I can read documents in KOI8-R only if I change option in my local (PaPiRus). Help please

The setting only changes how iSilo interprets the content data. iSilo does not have the ability to change how your system displays the content, only how it presents the content to your display system.

So if you have a document whose content is in KOI8-R and you specify that is how it is encoded per your example, then your system must also assume that it is KOI8-R, and that assumption becomes true when you change it using PaPiRus.
